Typing '@help new character' basically just alerts any helper on at the time that you're ready to have your character created. In order to complete the process and get your character you need a helper to create it. If you type '+staff' next time your on you should be able to see any helpers on at the time, they'll be able to help you out, it may just have been that there weren't any on when you tried before :)
