Personally, I'd make the Builder character that the staff can control. Essentially make Atlas the Second who can be linked to, and is beyond what is necessary for the "skeleton" of the muck.

I'm not sure how people would react, but perhaps this Builder could have access to work on any and all areas. Give the Builder building priviledges muck-wide. Some areas might disagree, but it's just a thought.

I've got no new ideas beyond the ones given, but I think the setting the areas back to chown_char would be best if it's easily done. That would likely make it the simplest for people who want the area, because then they wouldn't have to wait on anyone. I don't like the idea of a new staff controlled builder who could change stuff in any area, though. I don't know exactly why that would be needed.
