Auto-join +skill list

Make the list auto-join, so anyone who does '+skills appy' is accepted, and they could use the channel.

I know that, but I mean so you are automatically joined and you don't need to do +skills apply for it. Or even a way to just link the chatterebox itself into a MUCK-wide discussion channel that you are automatically joined to when your character is created.
